 Applying MP3Gain

If I burn my own CD's, the volume sounds okay. I still notice that the gain is not the same according to the MP3Gain analyzer. I also notice that some selections are clipped despite having been ripped with EAC. To achieve the best possible sounding MP3's, should I still use MP3Gain to reduce the gain to a level that does not register clipping and apply the gain to songs that register a 9.0 db gain to reach the levels of all my other MP3's? Thanks for the help.
