If you're directly copying from CD to Cd, there should be no change in volume at all.

Anyhow, a nice way to control the volume at which the CD's are recorded, is to use CDex or Exact Audio Copy to rip the CD to WAV files, and then burn a new CD from the WAV files in Nero, making sure you have the right track gaps and that normalizing is disabled.
