the safest way would be to record to WAV and then encode the WAV's to MP3.
Use AIPL Singulator (http://www.aipl.com/) to record to WAV's, and RazorLame (http://www.neorenegade.homestead.com/files/RLame.zip) to encode the WAV's to MP3.

It's pretty simple, really; you connect the lineout of your tape player to the linein of your computer, make sure linein is selected as the recording device, and run Singulator. Then you can just start recording.
Oh yeah, I would suggest before you really do start recording the actual files you're going to keep, fool around with the volume so that when you record it never goes into the red, because when it does that it means it's "clipping" which is not a good thing as far as quality goes.
