: This failure notice appears when loading Windows (98, in my case). It informs users that a Dynamic Link Library (.dll) file and the folder it stands in have been deleted from the Program Files folder. C:PROGRA~1NEWDOT~ 1 NEWDOT~ 1.DLL is actually the MS-DOS 8.3 format name for C:Program Filesnewdotnet3_36newdotnet3_36.dll.

: Since the system can't find this particular path, Internet Explorer becomes useless; even if you're able to connect to your Internet provider, I.Explorer simply can't find the server anymore. But there is a simple way to overcome this problem.

: You need to re-establish the missing link. To do so, first open the START menu, then click on SEARCH, and FILES AND FOLDERS... afterward. Search for the NEWDOT~.DLL file in the (C:) drive. The existing newdotnet3_36.dll file will be displayed in the little window bellow. This file, contained in C:WINDOW, is the original one. What you need to do now is to put a copy version of it in the appropriate path.

: Click on the .dll file, and copy it (ctrl + c), then close the box, and open Explorer. You'll click on (C:) and then on Program Files where you will release the copied version of newdotnet3_36.dll. Now simply create a new folder, and name it newdotnet3_36. Drag the copied .dll file into the new folder and Voil?All you need to do is restart your computer, and everything should be alright.
