 Need Simple Program Wav to Mp3

I need something to convert my wavs I have on my HD to mp3's.
I tried Razor lame, it don't work too well, some waves it will convert, others all I get is a loud hiss no music.
From what I read, Razorlame needs Lame, I tried to find Lame, there must be dozens of them, they seem to be geared toward the pro users.
Is there a SIMPLE program that will convert a Wave file to an Mp3? or do I have to record a Wav on a CD first than "rip" it in CDex which I have.
