This sometimes happens when converting some movies to VCD.

Try using a program called TMPEGenc to reencode the movie to VCD-compliant MPEG, which in turn can be used to burn a VCD... there's a chance that the video won't be upside down in TMPEGenc... if it's still upside down, then try opening the file in VirtualDub and frameserving to TMPEGenc to make a VCd-compliant MPEG file from which yuo can burn a VCD.
