Try RazorLame to encode WAV's to MP3's.

If it doesn't work, then those WAV's are probably compressed (as opposed to uncompressed or "PCM" WAV's), and you might as well not encode them to MP3, since ou'll bring about a slight loss in quality and the resulting files may not be any smaller.
