Corrupt mp3s for new songs on Kazaa

Hi,
It seems these days that if you're trying to download a new song using Kazaa, you have about a 50% chance of downloading a corrupt file in which the bitrate seems to jump up and down during certain sections (which results in some kind of scratchy noise). I've seen a bit of discussion about this here and in other forums, but not nearly as much as I would expect. Can anyone really confirm the RIAA is behind this? It seems plausible, but obviously it's probably next to impossible to confirm the rumor.
Are there others like me extremely annoyed by this? Or is just my luck that I encounter a greater number of corrupt files than others?
