It's tough to say what a transfer speed problem is without sitting down at the computer and checking things.

However, the easiest thing which would be the first to check, would be the number of users seeding the file you're downloading. If it's only one or two people, that certainly explains the slow transfer rate, because they may each only be providing 1 0r 2kBps. If you're getting a file from 6 people and the collective transfer rate is only 2 or 3 kBps, then the problem is somewhere in your configuration of a problem with your ISP.
