 ADDING EFFECTS TO WAV FILES

Hi

I use a mixture of Cakewalk and Fruity Loops to make my music and have a large number of almost complete songs. The thing is i don't know how to add effects such as changing cut, width and resonance to my WAV file songs. I can add set effects, but is there a program for twiddling knobs and getting changing sounds while the file is playing. I really need to know this because all my tunes would benefit from it so much.
