Last time I checked, it used Xing(New). It's very good compared to older releases of Xing, but it still pales in comparison to Lame at higher bitrates.

One way to check what encoder it uses would be to get ahold of a program called EncSpot.
Make an MP3 with RealPlayer and check the directory with EncSpot to see what encoder was used for the MP3.
