If my memory serves me correctly, portable CD players are not capable of doing floating point math calculations. Their math must be integer based. Yes, it is possible to reencode mp3's, but be aware that any reencoding you do can create "artifacts" (flaws) that reduce or damage the sound quality. Try dbPoweramp Music Converter , Musicmatch Jukebox or any other applications capable of reencoding.
