Use MP3Gain.

A word of advice - Process songs that really should be soft separately from harder songs and do so a few dB lower than the harder songs, otherwise your soft songs will actually seem a bit louder than your harder songs.

(MP3Gain normalizes songs based on Gain, which is much better than normalizing based on peak levels, but it still leaves the possibility for songs to be somewhat perceptively louder or quiter than others because of the nature of their sound.
